Pennsylvania Lawmaker Targets Smoke Shops Statewide | TTB Presented by Flowhub

Pennsylvania State Rep. Amen Brown joins the Trade to Black podcast, presented by Flowhub, to discuss the state’s crackdown on smoke shops.

Hosts Shadd Dales and Anthony Varrell talk with the West Philadelphia Democrat about Operation Breezy, the initiative he launched with Philadelphia police and the state Attorney General’s office. According to Brown, it has closed 13 smoke shops in about six months, with 30 more in his district flagged. His stated focus is shops selling marijuana to minors, along with illegal drugs and out-of-state cigarettes.

The episode covers how targets are chosen, how confidential informants are used, whether closed shops reopen under new names, and where the supply is coming from.

It also looks at the broader backdrop: Pennsylvania has no regulations for hemp products and no adult-use program, Philadelphia has cited at least 42 stores for reopening after closure orders, and local and state proposals include a city permit system with lab testing and a bill restricting shops near schools and daycares.

In segment two, Michael Bronstein, president of the American Trade Association for Cannabis and Hemp, returns for his weekly Insiders Edge segment. He breaks down the briefing schedule agreed to by the Justice Department and groups suing to block rescheduling at the D.C. Circuit, per Marijuana Moment.

Opening briefs are due November 24, the government responds January 13, and final briefs land February 19, 2027, with oral argument targeted before the court’s summer recess.
